## About

Connects an assistant to the GovToolsPro API for federal contracting work. It retrieves SAM.gov solicitations, scores them GO / NO-GO against a company profile, identifies incumbents from USAspending and FPDS data, finds nearby teaming partners, predicts recompetes, parses Navy NECO pages, and benchmarks labor rates, award patterns and markets by NAICS.

Runs locally over stdio with npx (package govtoolspro-mcp-server). A GovToolsPro API key is required. Most tools are free, while analyze\_award\_patterns costs 3 credits and analyze\_market costs 5 credits from the shared credit pool. A hosted remote endpoint with OAuth sign-in is also described in the README.

## What it can do

- Retrieve SAM.gov solicitation fields by notice ID
- Score a solicitation GO / NO-GO against your company profile
- Identify likely incumbents from USAspending and FPDS data
- Find teaming partners near a place of performance
- Discover contracts expiring soon for recompete targeting
- Parse Navy NECO solicitation pages into structured data
- Benchmark labor rates and analyze award patterns and markets by NAICS

## Tools (10)

- `balance`: Return the GovToolsPro credit balance and subscription status for the account.
- `get_solicitation`: Retrieve structured SAM.gov solicitation fields by notice ID or solicitation number.
- `score_go_no_go`: Score a solicitation GO / NO-GO (0-100) against a company profile with blockers and red flags.
- `find_incumbents`: Identify likely incumbents and competition signals from USAspending and FPDS data.
- `find_partners_near`: Find nearby teaming partners or subcontractors by capability keyword via Google Places.
- `predict_recompete`: Discover federal contracts expiring within a window, filtered by NAICS, PSC, state and value.
- `lookup_neco_data`: Parse a Navy NECO solicitation page into structured data.
- `lookup_labor_rates`: Benchmark federal labor rates using GSA CALC and BLS OEWS data.
- `analyze_award_patterns`: Analyze award size, competition mix, bid intensity and vehicles for a NAICS.
- `analyze_market`: Market snapshot for a NAICS: spending trend, top contractors, set-asides, geography.

## Example prompts

- "Get SAM.gov solicitation with notice ID YOUR\_NOTICE\_ID and score it go/no-go for my company."
- "Who is the likely incumbent on this solicitation?"
- "Find contracts under NAICS 541512 expiring in the next 12 months."
- "Benchmark labor rates for NAICS 541330 and show the loaded hourly estimate."

## Install

### Claude Code

1. Run this in a terminal, in your project folder:

```bash
claude mcp add --transport stdio govtoolspro --env "GOVTOOLSPRO_API_KEY=<YOUR_GOVTOOLSPRO_API_KEY>" -- npx -y govtoolspro-mcp-server
```

2. Start Claude Code and type `/mcp`. **govtoolspro** should show as connected.

Add `--scope user` to make it available in every project. Replace the placeholders with your own values.

### Claude Desktop

1. Open **Settings → Developer → Edit Config**. It opens `claude_desktop_config.json`. Add:

`claude_desktop_config.json`:

```json
{
  "mcpServers": {
    "govtoolspro": {
      "command": "npx",
      "args": [
        "-y",
        "govtoolspro-mcp-server"
      ],
      "env": {
        "GOVTOOLSPRO_API_KEY": "<YOUR_GOVTOOLSPRO_API_KEY>"
      }
    }
  }
}
```

2. Save the file and restart Claude Desktop. Replace the placeholders with your own values.

Needs Node.js on your computer. The file lives in `~/Library/Application Support/Claude/` on macOS and `%APPDATA%\Claude\` on Windows.

### Cursor

[Add to Cursor](<https://cursor.com/install-mcp?name=govtoolspro&config=eyJjb21tYW5kIjoibnB4IiwiYXJncyI6WyIteSIsImdvdnRvb2xzcHJvLW1jcC1zZXJ2ZXIiXSwiZW52Ijp7IkdPVlRPT0xTUFJPX0FQSV9LRVkiOiI8WU9VUl9HT1ZUT09MU1BST19BUElfS0VZPiJ9fQ%3D%3D>) (opens Cursor)

Or add it by hand to `~/.cursor/mcp.json` (all projects) or `.cursor/mcp.json` (this project):

`mcp.json`:

```json
{
  "mcpServers": {
    "govtoolspro": {
      "command": "npx",
      "args": [
        "-y",
        "govtoolspro-mcp-server"
      ],
      "env": {
        "GOVTOOLSPRO_API_KEY": "<YOUR_GOVTOOLSPRO_API_KEY>"
      }
    }
  }
}
```

Needs Node.js on your computer. Replace the placeholders with your own values.

### VS Code

Add it to `.vscode/mcp.json`. VS Code asks for the secret the first time and stores it securely:

`.vscode/mcp.json`:

```json
{
  "servers": {
    "govtoolspro": {
      "type": "stdio",
      "command": "npx",
      "args": [
        "-y",
        "govtoolspro-mcp-server"
      ],
      "env": {
        "GOVTOOLSPRO_API_KEY": "${input:govtoolspro-api-key}"
      }
    }
  },
  "inputs": [
    {
      "type": "promptString",
      "id": "govtoolspro-api-key",
      "description": "GOVTOOLSPRO_API_KEY",
      "password": true
    }
  ]
}
```

Needs Node.js on your computer.

### Devin Desktop

1. Add it to `~/.config/devin/mcp_config.json` (macOS and Linux) or `%APPDATA%\devin\mcp_config.json` (Windows):

`mcp_config.json`:

```json
{
  "mcpServers": {
    "govtoolspro": {
      "command": "npx",
      "args": [
        "-y",
        "govtoolspro-mcp-server"
      ],
      "env": {
        "GOVTOOLSPRO_API_KEY": "<YOUR_GOVTOOLSPRO_API_KEY>"
      }
    }
  }
}
```

2. Refresh the MCP server list in Cascade. Replace the placeholders with your own values.

Devin Desktop is the new name for Windsurf.

### Codex

```bash
codex mcp add govtoolspro --env "GOVTOOLSPRO_API_KEY=<YOUR_GOVTOOLSPRO_API_KEY>" -- npx -y govtoolspro-mcp-server
```

Or edit `~/.codex/config.toml` directly:

`config.toml`:

```toml
[mcp_servers.govtoolspro]
command = "npx"
args = ["-y", "govtoolspro-mcp-server"]
env = { GOVTOOLSPRO_API_KEY = "<YOUR_GOVTOOLSPRO_API_KEY>" }
```

Needs Node.js on your computer. Replace the placeholders with your own values.

### Gemini CLI

```bash
gemini mcp add -e "GOVTOOLSPRO_API_KEY=<YOUR_GOVTOOLSPRO_API_KEY>" govtoolspro npx -- -y govtoolspro-mcp-server
```

This adds it to the current project. Add `-s user` to use it everywhere.

### Any client

Most clients that start local servers accept this shape:

```json
{
  "mcpServers": {
    "govtoolspro": {
      "command": "npx",
      "args": [
        "-y",
        "govtoolspro-mcp-server"
      ],
      "env": {
        "GOVTOOLSPRO_API_KEY": "<YOUR_GOVTOOLSPRO_API_KEY>"
      }
    }
  }
}
```

Zed puts servers under `context_servers` in its settings, with the same `command`, `args` and `env` fields.

Needs Node.js on your computer. Replace the placeholders with your own values.
